ChatGPT Plus, Pro and Business plans will share one token budget across ChatGPT and Codex from December

The change comes as OpenAI folds Work's agentic features into the main ChatGPT interface. Chats with Instant models will not count toward the limit.

Starting in December, ChatGPT Plus, Pro and Business subscribers will draw from a single token budget that covers both ChatGPT and Codex, according to an updated OpenAI support page cited by The Decoder. The change accompanies OpenAI's previously announced plan to merge ChatGPT's Chat and Work modes, folding Work's agentic features into the main interface. Tokens measure how much information a model processes and generates, so more capable models and more complex tasks will use up the budget faster. Users will be able to see their remaining balance and reset times in Settings. Once they reach the limit, they can wait for a reset, upgrade their plan or buy extra credits. Chats with Instant models will not count toward the budget, so ChatGPT remains a flat-rate service on paper. The Decoder expects heavy users on cheaper plans to end up with lower-quality results more often. OpenAI recently doubled usage limits on its higher-priced plans, which The Decoder reads as preparation for the merger. The publication also links the merger to criticism of ChatGPT's growing complexity: users currently choose between two operating modes and 11 model settings. Anthropic has already combined Chat and Cowork in Claude.
