Anthropic has changed its usage policy for Claude for the first time in more than a year. The Verge reports that the update addresses new, high-risk forms of misuse, including election interference and propaganda campaigns, weapons development, surveillance, and health and financial uses. The policy also adds a less common rule: it now prohibits "sustained and needless abusive or cruel behavior" toward Claude. Anthropic says this rule does not cover ordinary user frustration, pushback, dark creative themes, or model testing and research, and that it is "meant to apply only in extreme cases." Users who break the policy can be warned, or have their access throttled, restricted, suspended or terminated. The Decoder notes that some earlier Claude models could already end conversations on their own when users kept demanding harmful or abusive content after repeated refusals. That feature grew out of Anthropic's research on AI model welfare. The new rule reflects the company's growing tendency to treat Claude as more than a tool. For most users, the practical changes are the clearer limits on politically and physically dangerous uses. The abuse rule mainly signals how Anthropic intends to handle extreme behavior toward its models.
